Condolence: My first act after being appointed Chairman of the Texas State Govenment Economy and Efficiency Commission was to ask Jess to serve as Executive Director. His knowledge of state government, personal integrety and sound judgement was of immense value to me and to the people of Texas. He was a true public servant and Texas and the Nation need more people like Jess.

I was privileged to visit with Sylvia and Jess just before Christmas and consider that occasion the result of a message of urgency to do so. As an upper level manager in the Texas Rehabilitation Commission, I had the privilege to be in a position to benefit from the mentoring so openly given. Jess Irwin had more influence on me as a young man, maturing manager and a potential leader than any other person in my life. When one wonders about life after death, I can assure that a part of Jess Irwin will live as long as I do and in some ways beyond me as I have passed some of him on to others.
